GENERAL PROVISIONS
The editorial staff, the editorial Board and Tula State University as the publishers of the journal «Journal of New Medical Technologies, eEdition» follow a policy of international ethical principles
Committee on Publication Ethics (COPE) of the preparation and publication of scientific-practical journal. Publishing ethics is the main task of editing, reviewing, publishing and definition of copyright scientific publications.
The present paper outlines the ethical principles, which the authors should follow when conducting and reporting of scientific research, also reviewers and editorial staff during the review of submitted articles and deciding upon their publication.
EDITORIAL ETHICS
Principles of editorial
Editorial Board is guided by ethical principles:
▪ carries out an independent policy selection and publication of materials of scientific and practical research;
▪ guarantees the published materials to the accepted international standards and ethical principles;
▪ carries out work on improvement of the journal to meet the needs of readers and authors;
▪ is committed to working with authors and reviewers to ensure the high quality of the published material;
▪ acceptance or rejection work for publication based on its importance, originality, clarity and relevance of the research to the intellectual content, regardless of race, sex, sexual orientation, religion, ethnic origin, nationality or political opinion of the author;
▪ provides publication of materials reflecting the different scientific perspectives, reserving the right to shorten the published materials, editorial correction, their adaptation to the columns of the journal;
▪ recognizes the mistakes and optionally publishes corrections, retractions and apologies.
Publication decisions
The decision about publication submitted to the journal is responsible chief editor of the journal «Journal of New Medical Technologies, eEdition», determining the validity and importance of the work for researchers and readers and observing legal requirements (infringement of copyright, plagiarism, slander). When deciding on the publication of the chief editor consults with members of the editorial Board or reviewers.
Deviation of manuscripts due to the low scientific content is the exclusive competence of the editorial Board.
Confidentiality
The information contained in this article should not be used in any own work of members of the editorial Board without the written permission of the author. Confidential information or scientific ideas, received during the review should be kept confidential and not used for personal advantage.
REVIEW ETHICS
Participate in the decisions of the editorial Board
Review contributes to the taking decisions of the chief editor on the publication of the work, and can also help the author to improve the paper.
In case of disagreement with the opinion of the reviewers, the author has the right to a reasoned response to the journal. In case of inability or reluctance to take into account the comments and recommendations of reviewers article may be rejected from further consideration.
Efficiency
Reviewer, who perceives his incompetence for reviewing manuscripts of scientific research or knowing that timely review impossible, should withdraw from the review, notifying the chief editor.
Confidentiality
The manuscript should be considered confidential document and should not be discussed with others except as authorized by the chief editor.
Standards of objectivity
Reviews should be conducted objectively, personal accusations of the author are unacceptable. Point of view of the reviewer should be consistent and clear.
Acknowledgement of sources
In case of detection of substantial similarity or overlap between the manuscript under consideration and any other known personally to the reviewer of a published work, it shall inform the chief editor.
Disclosure of information and conflict of interest
Unpublished information in the peer-reviewed article may not be used in their research work reviewer without the written permission of the author, and confidential information should be kept confidential and not used for personal gain.
The refusal of the reviewer from their participation in the review is appropriate, if there is a conflict of interest over the competition, the collaboration or other relationship with any of the authors, companies or institutions in relation to the article.
AUTHOR'S ETHICS
Originality and plagiarism
Authors guarantee the writing of the original work, and in the case of work and/or extracts from texts of other authors, it should be properly documented reference or indications in the text.
Forms of plagiarism are diverse: representation of someone else's work as their own, copying or rehashing of significant parts of someone else's work without source references, to claim rights on the results of research performed by other persons. Plagiarism in all its forms is unethical and unacceptable for publication.
The simultaneous submission of the same manuscript or already published article to more than one journal is unethical and unacceptable for publication. The articles that violate the ethics of scientific publications can be retracted after publication.
Authorship of the work
Authorship should be limited to persons who made a significant contribution to the conception, planning, implementation or interpretation of the reported research.
If any person involved in any substantial part of the project, it must be acknowledged or he should be included in the list of co-authors.
Disclosure of information and conflict of interest
All authors are required to disclose in their manuscript in any conflict of interest that could be interpreted as affecting the results of the evaluation of their manuscript. All sources of financial support for the project should be disclosed.
Errors in published works
If an author detects a significant error or inaccuracy in his published work, he shall be obliged to notify the chief editor and cooperates with him to retract or correct the article. If the chief editor learns from the third party of the fact of significant errors, the author is to disprove urgent or to correct article or to present the chief editor of proof of published work.
Reliability of the submitted results
Responsibility for the contents of reliability set out in article results lies with the authors. Authors should check the references cited works.
As presented in the edition of the manuscript, authors should specify the position and the organization where the work was performed in the context of scientific programs of the research carried out.
ETHICS OF SCIENTIFIC RESEARCH
Scientific research shall be conducted in accordance with the provisions of the Declaration of Helsinki of the World Medical Association on the issues of medical ethics. The obligatory condition is to complete the informed consent of patients to participate in a research study, strict observance of the rights of man and animals for medical and biological experiments.
